In Nigeria, the design used for Agricultural Sample Survey is stratified two-stage sample design with States as the strata. The enumeration areas make up the first stage units while the households are the second stage units. Both the enumeration areas and the households are selected by simple random sampling. This randomly selected enumeration areas from the whole population of enumeration areas will very likely not capture areas where rare crops are grown especially when such crops are sparsely grown in the State. In order to solve this problem we have proposed a design that takes into consideration the cropping pattern in Nigeria. For this design the enumeration areas in each State are grouped according to the type of crops grown in them making sure that the rare crops are grouped in separate stratum.
